Who is The Battalion Commander from If I Die in a Combat Zone, Box Me Up and Ship Me Home and what is their importance?

The Battalion Commander meets with O'Brien after the Chaplain fails to provide O'Brien with adequate guidance. Like the others, the Battalion Commander has trouble assisting O'Brien and doesn't understand O'Brien's moral concerns..... he believes that O'Brien in merely afraid of dying.
