How does the author use foreshadowing in Guards! Guards!?

In pages 153-202, a member of the Elucidated Brethren is been killed by a crocodile hiding in a flower bed. The reader sees a foreshadowing at this point in the book that the other members of the secret society may come to a bad end as well. Before the section is over you see they are killed by the dragon.
