Who is Su Zhangqing from Dragon Bones: A Novel and what is their importance?

Su Zhangqing is a worker of Xiao Da. She is also a police officer under Captain Hom. Hulan initially thinks Su as a good police officer. She soon learns, however, that Su is partly responsible for the deaths and mutilations of Brian, Lily, Hom, and his brother-in-law.
