After centuries living in Transylvania, why does Dracula choose to relocate at this moment in history, and to London in particular?

Dracula moves to England at this moment in history because it is the first time that the advances in modern technology allow him to travel easily. Because of the limitations on his power, he needed to wait for transportation and international post to advance to a point where he can arrange all his needs before leaving in order to arrive exactly where he needs to without controlling his movements himself. He chooses London because it is a crowded city, full of potential meals, unlike the isolated castle he is leaving behind. The crowds will further allow him to move with anonymity, feeding at will without being caught.
