Politics is a reoccurring idea in the story.

Borken wants to create his own country and he wants to do it in Montana. In order to do this, Borken has to battle against the President of the United States. Borken decides the best way to control the President is to use someone close to him against him. Borken kidnaps Holly Johnson because she is both the daughter of the Chairman of the Joint Chiefs of Staff and the goddaughter of the President of the United States. Borken hopes to use these relationships to manipulate these two powerful men into allowing him to succeed from the union.
