Who is Menes from Dagon and Other Macabre Tales and what is their importance?

Menes is a character in the story, The Cats of Ulthar. He is one of the dark wanderers that arrives in Ulthar from the south. Menes has no parents and spends all of his time playing with a black kitten. When his kitten is murdered, Menes calls down a curse that leads to the death of the cotter and his wife.
