Who is Menes from Dagon and Other Macabre Tales and what is their importance?

Menes is a character in the story, The Cats of Ulthar. He is one of the dark wanderers from the south that arrives in Ulthar. Menes has no parents, and he spends all his time playing with a black kitten. When his kitten is killed, he calls down a curse from the gods that ultimately causes the deaths of the cotter and his wife.
