Conflict is a recurring idea in the story. The central conflict in BURNT OFFERINGS is the battle between Jean Claude and the vampire council. Conflict, an actual or perceived opposition of interests or values, arises when the council is led to believe Jean Claude has refused a seat on the council because he wishes to create his own council in the United States. Though he and Anita try and work things out without violence, the vampire council has survived for centuries doing what they want, and only an orchestrated effort is able to save Anita and those for whom she cares.
