Much of the story involves drugs. Harvey is constantly snorting cocaine. If Harvey had been able to put the drugs down he might have been in better financial standing with Sally. It is obvious that the drug use altered his perspective of things and caused him to make odd business decisions. He brings in a band in the Dreadnaught and puts in a fish tank. Tommy and the chef are talking about the fact that he gets high and reads something in a magazine and decides to try it.
