Justice is a recurring idea in the story. A novel achieves a sense of balance and justice when the villain is stopped. If the novel is a scale, with justice on one side and injustice on the other, each chapter piles villainous act after villainous act on the injustice side of the scale, making the reader hate Kang and his cronies.
