Stegner's tone is even and subjective. He does, however, make special note of concepts that were originally presented by Powell in the 1880's, as being utilized in the 1950's. If these concepts had been accepted in Powell's time, many of the irrigation problems and conflicts during the early 20th century could have been avoided.
