How does Bierce attempt to gain and then hold the attention of the reader?

Beirce begins his story with a soldier about to be hung from a bridge. The process is explained to the reader and the suspense is immediately built. The author then goes into flashback to give us context before manipulating time to add to the suspense and twist at the end of the story.
