Cecil is a neighbor of the Stokes. Cecil is very religious and he often gets into arguments with Jack over the Bible. Jack tries to taunt Cecil with about the God and the Bible. Jack finally throws Cecil out of his house when Cecil says that the dying Ruby will go to Hell.
