Who is Colonel Charles Harris from A Test of Wills and what is their importance?

The novel opens with Charles Harris' murder, and Rutledge's assignment to investigate the case. Harris is described as charismatic, vigorous, and well liked man. In fact, Rutledge can only find one man that truly despised Harris in the entire town. Unfortunately, that man has an airtight alibi.
