Who is Orville Ogden from A Lost Lady and what is their importance?

Orville Ogden was one of Mr. Forrester's closest friends. After Mr. Forrester's death, he steps in to try to help Mrs. Forrester by suggesting that Niel that he could petition Washington to have her pension increased. After hearing the way that Mrs. Forrester has treated her old friends, however, he leaves Sweet Water without visiting.
