Who is Dog from A Coney Island of the Mind, Poems and what is their importance?

The dog appears in Chapter Two: Oral Messages. He is described as free sprited and having the ability to see reality. He doesn't hate policemen, but he has no use for them. He is not afraid of Congressman Doiyle, but he is afraid of Coif's Tower. The dog is described as sad, young, serious and democratic.
