He realizes that he has misjudged the poor. He is ashamed at how he treats and considers Bob and he realizes, too, that all these years he's never once inquired about Bob's family. The Ghost reminds him that only one ghost ago Scrooge had been ready to let people die to decrease the surplus population (but now, of course, he knows who and what the surplus population looks like) .
