Who is Andy Motycka from 'E' Is for Evidence: A Kinsey Millhone Mystery and what is their importance?

Andy is the claims manager at CFI. He and Kinsey don't get along well, possibly because of Andy's propensity to manipulate things to reflect postively on himself. Andy is forty-two years old. He is having an affair with his sister-in-law, and his wife recently left him. Andy is also responsible for framing Kinsey.
