Who is Yatabe in the book Man in the High Castle

Mr. Yatabe is an elderly Japanese man who is coming to the PSA in order to attend a meeting with Mr. Baynes and Tagomi. Mr. Yatabe is actually a general and a high official in Japan. Yatabe is the true reason for Baynes' visit to the PSA. Baynes wants to tell Yatabe about the planned bombing of Japan because he knows that Yatabe can do something to stop this operation. However, Yatabe takes too long to come to the PSA, and Baynes almost loses hope before Yatabe finally appears. Yatabe does arrive, however, and quickly returns back to Japan in order to stop the German operation against Japan.
