Do the people in the community have any choices?

People in the community rarely make choices on their own. Much of their lives are pre-planned and organized, always decided for them, but volunteer hours are an exception. One can choose where he will spend his volunteer hours. On the last day of his volunteering, Jonas thinks to himself that he has always liked being able to make this choice.
