Examples of legislation sent to a president demanding an end to U.S. military missions:
HAITI
September 1997: President Clinton orders Defense Department to maintain hundreds of U.S. troops in Haiti indefinitely.
September 1999: Congress passes legislation prohibiting funding of U.S. troops there past May 31, 2000.
January 2000: Troops withdrawn.

SOMALIA
October 1993: Mogadishu firefight kills 18 U.S. troops. Within days, Clinton declares troops will come home by the end of March 1994.
November 1993: Congress passes legislation agreeing to Clinton's timetable, but cuts off funds after that date.

VIETNAM
1971: Law enacted to repeal the 1964 Gulf of Tonkin Resolution, which authorized military force in Vietnam. Has little impact, however, as war continues for another two years.
March 1973: U.S. troops fully withdrawn from Vietnam.
July 1973: Legislation enacted over President Nixon's veto prohibits money spent on combat in North Vietnam, South Vietnam, Laos or Cambodia.
