NAME: Capt. John W. Rolph
A NATIVE OF: El Paso, Texas
BRANCH OF SERVICE: Navy
EDUCATION: Bachelor's degree, history, University of Texas at El Paso; law degree, Baylor University; Master of Laws degree, criminal law, Army Judge Advocate General's School in Charlottesville, Va.
POSITIONS: Currently assigned as the chief judge of the Navy-Marine Corps Court of Criminal Appeals; served as the chief judge of the Navy-Marine Corps Trial Judiciary.

NAME: Col. David R. Francis
A NATIVE OF: Canaseraga, N.Y.
BRANCH OF SERVICE: Air Force
EDUCATION: Bachelor of Arts degree, State University of New York; law degree, University of Dayton School of Law; Master of Laws degree, government procurement law, George Washington University.
POSITIONS: Currently an appellate military judge at the U.S. Air Force Court of Criminal Appeals; served as chief, Commercial Litigation Division, Civil Law and Litigation Directorate, Air Force Legal Operations Agency (currently the Air Force Legal Services Agency); is a two-time staff judge advocate.
