SCRIPT: Rudy Giuliani: "People are frustrated over immigration because the government has been talking about solving this for twenty or twenty-five years, and it's just gotten worse. What we need here is leadership. Build a fence. Train the border patrol. Have a BorderStat system. Have a tamper-proof ID card. And then if you become a citizen, you have to be able to read English, write English, speak English and understand American civics. We can end illegal immigration. The technology exists to do it, the people exist to do it. Now we need the political leadership and will to get it done. I'm Rudy Giuliani and I approve this message."

ANALYSIS: Giuliani's focus on illegal immigration comes on the heels of several polls that show it as the second most important issue to New Hampshire Republicans, behind only the war in Iraq.

The former New York mayor is tied with Arizona Sen. John McCain for second place in the GOP presidential race in New Hampshire behind former Massachusetts Gov. Mitt Romney. He doesn't mention his rivals in the ad, though he tussled with them over illegal immigration in a recent debate. Giuliani sought to deflect criticism from Romney that New York was a "sanctuary city" that protected illegal immigrants when they report crimes, seek medical treatment or send their children to school. Giuliani pointed to the illegal immigrants who worked on Romney's lawn, saying his rival's home amounted to a "sanctuary mansion."

Romney, meanwhile, is airing a negative ad in Iowa, highlighting Mike Huckabee's support for in-state tuition for the children of illegal immigrants when he was governor of Arkansas.

Unlike previous ads in which he touted his accomplishments as mayor, the closest Giuliani comes to mentioning his record is an indirect reference to the Compstat program developed by his police department to map crime patterns and make local police commanders responsible for reducing crime. He has proposed a similar Borderstat program to measure progress in securing the borders.
