1. Under the Articles of Confederation, what are some of the weaknesses of government?

Under the Articles of Confederation the government has no power to collect taxes, defend a country, or pay off the public debt. The Articles are sufficient to help the colonies unite to win the war, but they do not offer a sustainable plan for successfully continuing during peace time.

2. How does the report of the Annapolis Commission lead to the meeting of the Convention?

The Annapolis Commission meets to discuss the quarrel between the states of Maryland and Virginia over the navigation of the Potomac River. The Commission report finds that trade and commerce are not clearly regulated by the Articles of Confederation. To correct this weakness, Congress resolves that there is a Convention for the purpose of revising the Articles of Confederation.

3. What are the "original principles" according to the delegates?

The delegates consider the "original principles" to be synonymous with the Revolutionary principles. The strongest of these principles is the sovereignty of each states, with Congress "at the disposal" of the states.
