Janey Larkin is ten-years-old. She is sitting on the steps of a shack and the family is just trying to settle into a different house, which is a temporary stopping place.

2. Why does Janey decide not to make any effort to see if there are any kids living in the Mexican family nearby?

There is a Mexican family living nearby and Janey knows that the father of the family is Manuel Romero. She knows that there's at least one child in the family and that she might make friends, but she also knows that the Larkin family has to move constantly in order for her father to find work. She believes that they won't be here long enough for her to really strike up a friendship and so decides that she won't make the effort.
