THE ASSASSINATION of Prime Minister Yitzhak Rabin of Israel removes a statesman, certainly the critical Israeli figure, from Mideast negotiations. Mr. Rabin was gunned down, apparently by a Jewish anti-peace extremist, at a huge peace rally in Tel Aviv.
