The students are away for summer break, and in the high-growth zone around Interstate 495, construction crews have taken over the schools. Dozens of western suburbs accelerated their school projects last year in anticipation of changes in the state reimbursement formula. Building and renovation projects from Bolton to Franklin are in high gear this season, especially upgrades of existing buildings that have to capitalize on temporarily empty classrooms.
