You don't have to look far to see signs of a labour movement that is floundering. Numerically unions are holding their own, but they remain unable to make significant inroads into most parts of the service sector. Electorally unions are all over the place--some completely behind the NDP, others in favour of strategic voting. At the bargaining table the economy and rightwing governments are taking their toll. At the national level the public profile of the Canadian Labour Congress (CLC) has hit an all-time low.
