INTRODUCTION
In 1996 the Federal Energy Regulatory Commission (FERC) adopted a landmark rulemaking, Order No. 888, to eradicate undue discrimination in the provision of electric transmission service. Order No. 888 required vertically integrated utilities to provide transmission service on an unbundled basis pursuant to a Pro Forma Open Access Transmission Tariff (OATT).
