TAKE ANY room in which New Jersey's finances are under serious consideration, and the property tax rebate program is the multibillion-dollar elephant in it.
Axing government departments and staff does not reduce costs as quickly or as much as might be expected. Operations make up little more than a tenth of the government's expenses, and early retirements have been known to increase costs in the short term.
