Mayor doesn't want to expand benefits

No one has sought to end welfare more aggressively, or more vocally, than Milwaukee Mayor John O. Norquist. That's why I was surprised to read Julie Czerwinski's claim that the mayor wants to "expand welfare benefits" ("Norquist should show compassion for residents," The Morning Mail, March 15). Her assertion is simply untrue.

Ten years ago, when the only welfare issue was whether to tinker with the status quo, Norquist urged big-city mayors to join him in seeking to replace welfare with new policies that support worker...
