From her 19th floor "war room" in downtown Newark, Gloria Soto sends out her troops of "get out the vote" workers. The walls are covered with maps of New Jersey districts where she and her staff have registered 10,000 new Latino voters, and she wants to make sure they complete the process.

"You can register thousands of new voters, but it doesn't do any good unless you get them out to vote," she said.
