Parents must set stricter rules

There's an epidemic afflicting the city of Milwaukee and holding the citizens of the community hostage. It is the problem of youths from age 5 to 17 walking the streets at all times of the night. This problem manifests itself through crime, violence, loitering and other nuisances that deteriorate the community.

There is no reason for these children to roam the streets so late. Programs and activities are not the responses. These choices may aid the youth at appropriate hours of the day, but only cause problems after dark. The...
