Cars carrying two or more people will be allowed in the rush-hour car-pool lanes scheduled to open on Interstate 66 outside the Capital Beltway on April 27, Virginia transportation officials said yesterday. The eight miles of high-occupancy vehicle (HOV) lanes between the Beltway and Route 50 in Fairfax County originally were to be limited to vehicles carrying at least three people, consistent with restrictions on I-66 car-pool lanes inside the Beltway and those on Shirley Highway.
