AFTER THE security forces of Uzbekistan dictator Islam Karimov slaughtered unarmed civilians last week, White House spokesman Scott McClellan said the United States deplored "the outbreak of violence, particularly by some members of a terrorist organization that were freed from prison." The tepid response makes President Bush's talk of helping to spread freedom and democracy sound like empty rhetoric.
