Opening the Ted WiIlliams Tunnel to all forms of traffic prematurely could cause downtown traffic jams and strain the political consensus that has sustained the entire Artery-tunnel project. State highway officials would be well advised to keep to the original schedule, which defers full operation until the interchange with the Massachusetts Turnpike is completed in 2001. Since the new tunnel opened to commercial traffic last month, it has drawn 9,000 to 11,000 vehicles a day, far less than its carrying capacity.
