$16.5 billion stock deal to create 2nd-biggest U.S. business insurer

Minneapolis -- Travelers Property Casualty Corp. plans to combine with The St. Paul Cos. Inc. in a $16.5 billion stock transaction that would create the nation's second-largest business insurer.

The new company would be known as The St. Paul Travelers Cos. and have assets of $107 billion, the companies announced Monday.
