The decisive defeat of Rep. Mickey Edwards in the Oklahoma Republican primary provided a clear demonstration of the lingering political effects of the House Bank scandal and also guaranteed a major turnover in the House Republican leadership next year. Edwards, 55, the fourth-ranking House Republican who wrote 386 overdrafts at the House Bank, finished third Tuesday in a five-way race in Oklahoma's 5th Congressional District.
