While attending a conference on Canada in the 21st century, I had lunch with a foreign diplomat who was attending the conference as an observer. He was perplexed.
Based on some of the discussions he heard at the conference, it was obvious to him that Canada had entered into the North American Free Trade Agreement without fully understanding all of its ramifications. He felt this was like diving into a pond without first checking the depth of the water.
