No need for a vaccine or an invention. Sending the world's children to school -- perhaps the best way to fight poverty, disease, and chaos -- takes only money. Spending an extra $8 billion a year for 10 years, says an Oxfam International study released today, would help. There are 125 million children -- a third in sub-Saharan Africa -- who won't go to primary school this year and 150 million more who will leave school illiterate.
