Catastrophic events will test the ability to handle emergencies. The federal government has the ultimate responsibility of orchestrating down through local governments, the needed resources. Even before we look at the shortcomings and successes of our federal government, we should recall the prophecy that had been laid out specifically, as it relates to the vulnerability of New Orleans.
