If a president were able to take back a declaration of victory, President Bush did so Sunday night. He did it appropriately and for the proper reasons. The war in Iraq is not over. It is a different war from what U.S. troops encountered in the spring and certainly different from what President Bush's top advisers described. The United States is in a protracted war in Iraq. But it is, as the president said Sunday, a war from which it must not retreat.
