The Spratlys Islands did not present a pretty picture in 1999. While there was little or no danger of a major conflict, a combination of factors increased the prospects of the occurrence of unpleasant military incidents. Some of these factors were not new: the overlapping claims, and the presence in the area of military forces of all claimants, except Brunei. But in 1999 there was also increased assertiveness on the part of some countries, in violation of an implicit understanding not to occupy or build on hitherto unoccupied shoals and reefs.
