THE RAMONES At: Citi, Thursday night. The more things change, the more things stay the same. In the Ramones' universe of perseverantpunk rock and comic book-gleaned glee, this means two things, both positive: The status quo reigns loud 'n' proud, and the transition from founding bassist-songwriter Dee Dee Ramone to bassist CJ Ramone is pretty fluid. The multi-tattooed, sheepdog-coifed, younger CJ even looks and plays like Dee Dee. And he counts the "1-2-3-4" sonic blastoffs with equal precision. That doesn't mean Dee Dee won't be missed -- particularly as a writer -- but it does mean the road ...
