It has been a tough year for Germany. There has been the barest recovery since nine months of recession last year. Unemployment is back above four million. Consumption is falling. Yet, though tax cuts to boost the economy are planned, the federal budget is under such pressure that it looks as though taxes will actually have to be increased to pay for the flood damage.
Now if you visit Germany, the place, floods apart, looks fine. The roads are smooth, the cars new and swish. The great building site that Berlin has been for the past decade is now well on the way towards completion. The problem...
