When Dr. Galo Plaza died last month, this hemisphere lost one of its most eloquent voices of inter-American cooperation. Dr. Plaza served as president of Ecuador from 1948 to 1952. From 1968 to 1975 he was secretary general of the Organization of American States. This period was a high point of the effectiveness of the OAS. In 1982 Galo Plaza and I formed the Inter-American Dialogue, a group of concerned citizens who meet regularly to discuss issues affecting the Western Hemisphere. He made the Dialogue an effective private forum during a period when official exchange has often been strained. ...
