IF A PERSON were arrested for child abuse in this city and he had a history of similar offenses in another state under another name, it is likely that the police would not learn these important facts. That's because arrest information is not routinely forwarded to the FBI and checked against data from other states. This policy is based on a 1967 regulation-adopted before home rule, but still in effect-known as the Duncan Ordinance.
