The assertions in the Aug. 9 letter of E. Wignarajah, president of the Tamil Welfare and Human Rights Committee {"Tamil Struggles in Sri Lanka"} need some clarification. All countries have disaffected minorities. The issue is whether minority rights should be achieved by terrorism or by democratic means where such are available. The disaffected Tamil minority is still the richest community in Sri Lanka, though it certainly did have reason to complain when language and education favored the Sinhalese in employment at one time.
