The assertions in the Aug. 9 letter of E. Wignarajah, president of the Tamil Welfare and Human Rights Committee {"Tamil Struggles in Sri Lanka"} need some clarification. All countries have disaffected minorities. The issue is whether minority rights should be achieved by terrorism or by democratic means where such are available.
