Here I attempt to understand the circumstances and principles under which nondeliberative political activities may advance the principles and aspirations implicit in the United States Constitution. I take up the questions of what the alternatives to deliberation are and when the American polity may be better served, by its own standards, by the absence of full-fledged deliberation. The article concludes with a brief discussion of how the Constitution generates the aptitude and tendency for deliberation without requiring its practice in every instance. I.
