South African police today cordoned off a workers' hostel believed to be sheltering the men who massacred 39 residents of this small black township and an adjacent squatter camp Wednesday night. Police made no arrests. Survivors of the attack believe the big KwaMadala Hostel was the base for 200 raiders who swept through the community, hacking, spearing and shooting residents to death. Officials of the Zulu-dominated Inkatha Freedom Party, led by Chief Mangosuthu Buthelezi, refused to let police into the building, and police did not try to force their way in.
